	The Certificate of Destruction can only be issued by Authorised Treatment Facilities which have been approved by DVLA.
	The Certificate of Destruction is the only form of document recognised by DVLA as proof that a car has been destroyed at an Authorised Treatment Facility.
	If you scrap your car without obtaining an official Certificate of Destruction you could be fined by DVLA, or even worse, if your car ends up being returned to the road by an unscrupulous operator you could face prosecution if it is later used for criminal activity.

Scrap Car Recycling Licenses

The End of Life Vehicle Regulations were introduced in 2003 making it a criminal offence for businesses to recycle scrap cars without an Authorised Treatment Facility permit.  This special license can only be issued by the Environment Agency in England and Wales, the Scottish Environmental Protection Agency in Scotland and the Northern Ireland Environment Agency in Northern Ireland.

The permit requires compliant businesses to invest substantially in concrete hard-standing and sealed drainage systems as well as in buildings and equipment, to protect the surrounding environment from the harmful substances which are present in scrap cars.

Unfortunately despite the environmental agencies' best efforts to prosecute, there are still unlicensed operators in existence who haven't bothered to make the necessary investment but will readily accept scrap cars.  There could be one operating in your local area.

The End of Life Vehicle Regulations introduced tough new laws for businesses which handle scrap cars, with the aim of protecting our environment.  All scrap cars now have to be treated to remove any hazardous materials including oils, batteries and tyres, which would cause serious environmental damage if they ended up down the drain or in landfill.
