It is a now a legal requirement for all scrap cars to be issued with an official DVLA Certificate of Destruction when they reach the end of their useful life.

The Certificate of Destruction can only be issued by Authorised Treatment Facilities which have been approved by DVLA.
The Certificate of Destruction is the only form of document recognised by DVLA as proof that a car has been destroyed at an Authorised Treatment Facility.

The End of Life Vehicle Regulations
The End of Life Vehicle Regulations were introduced in 2003 making it a criminal offence for businesses to recycle scrap cars without an Authorised Treatment Facility permit. This special license can only be issued by the Environment Agency in England and Wales, the Scottish Environmental Protection Agency in Scotland and the Northern Ireland Environment Agency in Northern Ireland.
The permit requires compliant businesses to invest substantially in concrete hard-standing and sealed drainage systems as well as in buildings and equipment, to protect the surrounding environment from the harmful substances which are present in scrap cars.
Unfortunately despite the environmental agencies' best efforts to prosecute, there are still unlicensed operators in existence who haven't bothered to make the necessary investment but will readily accept scrap cars. There could be one operating in your local area.
The Scrap Metal Dealers Act
The Scrap Metal Dealers Act 2013 came into force on 1st October 2013 in England and Wales to combat metal theft and fraud. It requires all businesses handling scrap cars to register with their local authority and makes it illegal for anyone to pay cash for scrap cars. The act also means that you will need to provide proof of your identity when you sell your scrap car to the CarTakeBack recycling centre.
All CarTakeBack scrap car recycling centres will store the copies of your identification securely for audit by police and local authorities, as required by law. We strongly advise that you carefully consider who you hand over your identification to, as identity theft is all too common.
