London’s electric van funding
London launched its low emission zone back in 2008 and introduced the UK’s first ultra low emission zone in 2020. Although TfL did provide access to a robust support fund for upgrading and replacing vans in the capital all those funds have now been allocated. Clean Air in Greater Manchester
Manchester’s Clean Air Zone is due to be introduced on 30 May 2022 covering much of Greater Manchester. Vans and other LGVs that don’t meet emissions standards (non-compliant vehicles) will be subject to a £10 daily charge to drive in the CAZ, although a temporary exemption for vans has been announced until 31st May 2023.
Funding to replace your van
If you are undecided whether it’s worth upgrading or replacing your van, then there is some very useful information on the Transport for Greater Manchester website that runs through your potential savings.
For those of you interested in the grants available, Greater Manchester has increased funding support per vehicle, with vans able to access up to £4.5k towards a replacement vehicle – £1k more than initially proposed. However, while funding for eligible owners of LGVs was due to open at the end of January, this has currently been paused.
You can sign-up for updates on the Manchester Clean Air site and we would recommend registering your interest as soon as possible to secure any funding when it becomes available.
In addition to any confirmed grants for electric vans, there is an OZEV grant scheme open for the installation of electric vehicle charging infrastructure, which you can read more about on the government’s website.
Sheffield’s Clean Air Zone
Sheffield’s Clean Air Zone will become operational in late 2022. There is already a wide range of information available for van owners in terms of the funding that will be available to replace or update non-compliant vehicles.
For now it has been confirmed that CAZ charges in Sheffield will apply to vans that do not meet Euro 6 Diesel or Euro 4 Petrol standards at a rate of £10 a day.
Funding – grants and loans available
The city’s consultation is now closed and final funding decisions are being made.
Options for van drivers include a grant for up to £3,500, or an interest free loan, to help you upgrade to an electric or zero emissions capable (ZEC) vehicle, paid in two instalments over a year. This will only be paid after you buy a new vehicle.

Bristol’s Clean Air Zone
Bristol’s Clean Air Zone will be introduced in Summer 2022. Non-compliant LGVs will be charged £9 per day to drive within the zone and will only be charged once within a 24 hour period.
Funding to upgrade your van
£32 million has already been secured to help upgrade the category including HGVs, LGVs, taxis and private hire vehicles. To check if your vehicle would be charged, you can visit Bristol City Council’s web page, which also details current information on charging.
If your vehicle would be charged, vans and larger vehicles under 3.5 tonnes may be eligible for financial support with a grant of £4,000 or a loan of up to £16,000. For more information on the financial support available you can read through Bristol’s Clean Air Zone financial support webpage.
For many individuals or businesses, upgrading to a vehicle that meets the zone’s emission standards could be a cost-effective alternative to paying the charge over the longer term. You can register your interest in funding with the council now.
Oxford’s Pilot Zero Emission Zone
Oxfordshire County Council and Oxford City Council have introduced a Zero Emission Zone (ZEZ) in the city, starting with a small pilot area in Oxford City Centre. The area will be expanded once the councils have tested how the scheme works.
Discounts on rates for vans
There are not currently any grants available for upgrading or replacing your van.
However, if you operate a van or LGV classed as community transport, or your business operates within the ZEZ, you can apply for a discount for driving within the zone. Simply visit the Oxford County Council website.

Portsmouth’s Charging Clean Air Zone
Portsmouth’s CAZ launched at the end of November 2021. While there are many charges, all van drivers are exempt and as such no extra funding has been provided for upgrades to electric vans. Breathe Better Bradford
Bradford’s Clean Air Zone launch has been postponed till Spring 2022. Once operational, it will be charging non-compliant vans and LGVs £9.00 per day for use of the new zone.
Grants available for van upgrades in Bradford
The Clean Air LGV Programme in Bradford has secured over £10 million in funding to supply grants for all categories of non-compliant LGVs.
2,300 grants are available for up to £4,500, to help businesses and organisations to purchase new electric vans or upgrade vehicles to meet CAZ Standards. Grants are also available towards the ongoing running of a fully electric vehicle.
